When designing a two stroke exhaust system you can optimize it for top end or bottom end performance. An engine with max power at high rpms might be weak at lower speeds. The power valve is a small gate that fools the motor into thinking it has two exhaust chambers – a smaller one for low speed and when the valve opens, a larger one for higher speeds.
Most two stroke manufacturers have models with power valves. SeaDoo calls them RAVE valves.
